Yet classification is a matter of form rather than substance since similar rules often prevail. The Old Testament dates back to 1280 BC and takes the form of moral imperatives as recommendations for a good society. One criticism of bicameral systems with two elected chambers is that the upper and lower houses may simply mirror one another. The Catholic Church has the oldest continuously functioning legal system in the western world, predating the evolution of modern European civil law and common law systems. The 1983 Code of Canon Law governs the Latin Church sui juris.
